TB Respiratory Protection Program in Health Care Facilities Administrator’s Guide | National Institute for Occupational Health and Safety (NIOSH)

This guide also addresses fit testing requirements for N95 or equivalent respirators.

The Ontario Ministry of Labour (MOL) has issued several orders to employers who have not been in compliance with the Occupational Health and Safety Act (OHSA), Section 10 of the Health Care Regulations.

These orders state that employers must develop and implement a respiratory protection program for all workers which includes as a minimum qualitative fit testing, training in the limitations, care, use and maintenance of the respiratory equipment provided.

The MOL has suggested employers refer to the Canadian Standards Association (CSA) Standard Z 94.4 02 CSA Standard Z 94.4 “Selection, Use and Care of Respirators“ as it contains the essential elements of a respiratory protection program.

Joint Health and Safety Committees can request that employers who do not have such a program in place develop and implement one, as per this CSA standard and the NIOSH respiratory program. Copies of the CSA standard can be purchased by calling 1-800-463-6727.

Ontario Safety Association for Community & Healthcare (OSACH)

This is a non-profit corporation engaged in:

  • conducting needs assessments;
  • developing strategies and implementation plans;
  • procuring training and delivery of resources;
  • evaluating trends on a sectoral basis for employers;
  • providing educational and information resources and technologies; and
  • assisting in the development and operation of forums to facilitate sharing among organizations.

The OSACH makes available to all client organizations a variety of publications in print and electronic form. These include a newsletter, legislative information, benchmarking and statistical information, research updates, guidelines, reporting forms and program manuals.

The Occupational Health and Safety Agency for Healthcare (OHSAH) in British Columbia is a provincial occupational health and safety agency for the healthcare sector. Their goal is to reduce workplace injuries and illness in healthcare workers and return injured workers back to the job quickly and safely. They have programs and expertise in disability and disease prevention, occupational hygiene, ergonomics, occupational medicine, occupational psychology, education and training, and program evaluation.
